A new task force was set up to enforce stricter quality controls and curb illegal business practices after complaints from local small businesses on China goods.

Commerce Minister Pichai Naripthaphan held a meeting with 16 government agencies to discuss measures to crack down on the import of cheap, substandard China goods and on nominees for Chinese businesses. After the meeting, Pichai announced that the crackdown should yield tangible results within a month.

Representatives of 16 government agencies are on the committee in charge of solving issues related to foreign goods and illegal businesses. Prime Minister Paetongtarn Shinawatra set up the committee on 25 October 2024 after Thai SMEs complained that their products could not compete against the cheap goods from China.

When speaking to the press, Pichai did not directly blame China for the issues, but it is known that cheap China-made goods are available via online platforms like Temu and Lazada. Also, he said, many Chinese people reportedly use Thai nominees to run businesses, especially in the Huay Kwang area, which is known as Bangkok’s second Chinatown.

Pichai said he had conveyed the prime minister’s concerns about the influx of cheap goods from abroad at the meeting, adding that the committee will work hard to achieve tangible results within a month.
 
Protecting Thai Producers

Pichai said the committee has set up two subpanels, both of which are chaired by Deputy Commerce Minister Napinthorn Srisanpang. The first subcommittee is in charge of supporting Thai SMEs and cracking down on poor-quality goods from abroad. It will set up measures for controlling goods’ quality and will negotiate with online platforms to control the quality of imported products.

The second subcommittee will be in charge of cracking down on nominees of foreign businesses, Pichai said. While avoiding the phrases “goods from China” and “nominees for Chinese businesses”, Pichai said he had discussed the issues with the Chinese ambassador to Thailand Han Zhiqiang on 26 September 2024.

Pichai said the ambassador had told him that China would cooperate with Thailand on the issues, as it wanted to maintain good ties with the kingdom. Pichai added that he will travel to China from November 4 to 6 and will discuss the issues with senior officials there.

“We need to consult on the matter because Thailand still has to depend on China for trade and investments,” Pichai said. “Thailand needs China’s support on several goods, such as tapioca, cows and steel. We hope the two countries can depend on each other without affecting Thai manufacturers.”

Pichai added that the Chinese online retailer Temu has contacted his ministry, saying it will soon set up a company in Thailand and will strictly observe Thai laws.

“We should see tangible results as instructed by the prime minister within 30 days,” he said.

Controls On Food Products

The minister added that the Thai Food and Drug Administration will also step up measures to screen imported fruit and vegetables to ensure Thais are not harmed. Speaking at the same press conference, Yutthana Poolpipat, Deputy Director-General of the Customs Department, said his department would from now on allow the import of goods that meet standards set by the Thai Industrial Standards Institute (TISI).

FDA secretary-general Surachoke Tangwiwat said his agency will step up the screening of imported food products transported from border markets to selling sites in Bangkok and other provinces.

He added that the FDA will cooperate with the Public Health Ministry to check fresh food products on sale at markets every week to ensure consumers are safe. Songsiri Jumpol, deputy secretary-general of the Office of the Consumer Protection Committee, said the agency will ensure that all goods sold in Thailand carry labels displaying product quality, not just those controlled by the FDA.

Nonthichai Likitaporn, director of the TISI’s standards division 1, said the institute is cooperating with the Customs Department to close all channels for importing substandard goods.

Thailand’s Manufacturing Production Index (MPI) fell by 3.5% year-on-year to 92.4 points in September, due mainly to sluggish car and construction industries, while the outcome of the US presidential election may pose a fresh challenge in Q4 2024, says the Office of Industrial Economics (OIE).

The decline in September led to the MPI dropping in the third quarter by 1.2% year-on-year to 94.7 points, with capacity utilisation standing at 58.2%. Passakorn Chairat, acting director-general of the OIE, attributed the decrease in the September MPI to the domestic economic slowdown, people’s weak purchasing power and the high level of household debt.

“Car manufacturing in the country continued to decrease, declining for a 14th consecutive month,” he said.

Total car production, especially pickups, small passenger cars, and hybrid electric vehicles with an engine size of more than 1,800cm3, plunged by 23.4% year-on-year in September. One major reason behind the sluggish level of car production is banks’ stricter criteria in granting auto loans for fear of non-performing loans.

The production of concrete, cement and plaster decreased by 8.9% year-on-year due to a slowdown in public and private construction projects amid the high level of household debt. Prices of construction materials and residential buildings also increased in September.

According to the OIE, the production of canned food produced from aquatic animals soared by 49.9% year-on-year this month, thanks to more purchase orders from the US, Canada and Australia to stockpile the products ahead of the year-end festivities.

Thai entrepreneurs continue to face challenges in this year’s final quarter, including concerns about the prolonged period of weak purchasing power among consumers, signs of an economic slowdown in the US as well as concerns over who will become the next US president. The US election takes place on 5 November 2024, with Republican candidate and former president Donald Trump competing neck and neck with Democratic candidate and Vice-President Kamala Harris.

“There will be companies affected or benefiting from the new US administration. I suggest manufacturers adapt themselves and better manage their resources,” said Mr Passakorn. He encouraged factories to use more clean energy in line with global efforts to reduce carbon dioxide emissions.

Leading economists called for increased government support for Thailand’s property sector, warning of a prolonged slowdown and its potential negative impact on the broader economy.

CIMB Thai Bank’s Amonthep Chawla emphasised the need for structural changes in the property sector. He suggested shifting the focus towards providing services for the elderly, catering to health trends and attracting foreign investors.

“Stimulating the real estate sector can have a ripple effect on the economy, as it involves labour, construction and other industries,” he explained.

The bank recommended easing loan-to-value (LTV) ratios and debt-to-income (DSR) criteria to facilitate home purchases. While Thailand’s household debt levels are relatively low compared to other countries, Amornthep noted that the sector’s multiplier effect on the economy makes it a worthwhile target for government support.

Kanyarat Kanjanavisut from the Economic Intelligence Centre (EIC) concurred, highlighting the sector’s importance to Thailand’s GDP. She predicted a continued slowdown in the real estate market for the next 2-3 years due to oversupply and sluggish demand.

The EIC urged the government to implement stimulus measures, such as further relaxing LTV ratios, to boost demand and reduce the inventory of unsold properties. However, she cautioned that the ultimate recovery of the sector would depend on improving overall purchasing power, particularly among lower-income households.

Kasikorn Research Centre’s Kanchana Chokpaisansilp echoed these concerns, noting a decline in home loans and the need for more comprehensive economic support.

“While stimulus measures can help, they should be accompanied by broader efforts to boost purchasing power and address the underlying economic challenges,” she said.

Overall, economists agree that targeted government interventions are essential to revitalise Thailand’s property sector and mitigate its negative impact on the broader economy.

Thailand aims to lead Southeast Asia’s electric vehicle manufacturing, targeting a US$6.5 billion real estate market by 2030, driven by ambitious policies and significant foreign investments.

Thailand is set to become Southeast Asia’s leading electric vehicle (EV) manufacturing hub by 2030, with an anticipated US$6.5 billion commercial real estate market according to JLL. This growth is driven by ambitious government policies like the 30@30 initiative, aiming for 30% of vehicle production to be electric, alongside significant foreign investments, expected to reshape the real estate landscape.

To meet its targets under the 30@30 policy, the country will require substantial new manufacturing infrastructure, particularly for battery production, which will demand over 34 GWh capacity. As of late 2023, Thailand had approximately 167,000 EVs, nearing its 2030 goal of 440,000.

Investment in research and development is crucial for maintaining a competitive edge in the EV sector. With government-backed subsidies enticing automakers and specialised real estate needed for high-tech manufacturing, Thailand is building a robust infrastructure to support not only EV production but also connected industries, ensuring long-term sustainability in its industrial economy.

As Thailand moves towards becoming Southeast Asia’s leading electric vehicle (EV) manufacturing hub by 2030, several metalworking machine tools will experience increased demand due to the specific needs of EV production.

CNC machining centers, laser cutting machines, die casting machines, robotic welding systems, and stamping machines will likely surge, alongside specialized battery manufacturing tools and advanced inspection systems, as Thailand scales up its EV manufacturing capacity.

In Thailand, the National Electric Vehicle Policy Committee will be asked to consider easing EV manufacturing requirements by allowing manufacturers, notably Chinese EV makers, to reduce their production output due to sluggish car sales, says the Federation of Thai Industries (FTI).

Automakers in Thailand who were granted incentives under the EV3.0 scheme are required to assemble EVs locally from 2024 and meet production targets set by the government. EV3.0 refers to a package of incentives including lower excise tax and import duties as well as subsidies to promote EV consumption and production between 2022 and 2023.

Chinese firms are preparing to push ahead with their request to relax the requirements, pending the National Electric Vehicle Policy Committee, chaired by Prime Minister Paetongtarn Shinawatra, to call a meeting.

“At least eight Chinese EV makers are waiting to have talks with the government. They are worried about the oversupply of EVs in the market,” said Surapong Paisitpatanapong, vice-chairman of the FTI and spokesman for the federation’s Automotive Industry Club.

These companies are BYD, Changan, Great Wall Motor, MG, GAC Aion, Omoda & Jaecoo, Neta and Zeekr. They are worried about the impact of sluggish domestic car sales on their EV production plans, said Mr Surapong.

The lower rate of sales is being attributed to fewer auto loans being granted by banks and slow economic growth. Companies participating in EV3.0 and beginning to produce EVs within 2024 are committed to a 1:1 ratio target, meaning they must produce one EV domestically for every EV they import.

The numbers are set to increase under the 1.5:1 ratio (1.5 locally produced EV for each imported EV) if they begin production next year. Up to 23 global car companies joined EV3.0 and they have already imported more than 100,000 EVs. Mr Surapong remains positive about EV sales despite a months-long slowdown in domestic car sales.

“Compared with the decline of internal combustion engine-powered car sales, EV sales have still been on the rise,” he said. From January to August, battery EV sales in the passenger car category rose 13.8% year-on-year while hybrid EV sales increased by 62% year-on-year, according to the club.

More good news for Rayong land owners! Continental Tyres will be pumping another THB13 billion, the expansion will increase annual production from 4.8 million tyres to 7.8 million, creating over 600 new jobs. Continental Tires has been operating in Thailand for 15 years and has invested heavily in sustainable production practices.

The Rayong factory, which opened five years ago, is equipped with energy-efficient machinery, automated systems, and solar panels, contributing to a more environmentally friendly manufacturing process. This expansion aligns with Continental Tyres’ strategy to support the growth of the electric vehicle (EV) industry in Thailand and the Asia-Pacific region.

The company said its high-performance tyres are specifically designed to meet the unique requirements of electric vehicles, offering enhanced performance and durability. Narit said Continental had decided to increase its investment to support the growth of the EV industry in Thailand and the Asia-Pacific region. 

The Rayong factory would serve as an important production base for selling tyres to automakers and general users, including passenger cars, light trucks, motorcycles, premium tyres, and high-performance tyres for EVs, he said. EV tyres are 2-3 times more expensive than conventional tyres because they require a different gearbox and acceleration system than internal combustion vehicles.

Narit noted that the tyre industry is an important component of the automotive supply chain, so the move will strengthen the country’s position in the global supply chain. Thailand is currently the world’s second-largest tyre producer and exporter. Over the last five years (2020-2024), 41 applications for investment promotion in tyre production were submitted, totalling more than THB 112 billion. 

Many world-class tyre manufacturers have set up production bases in Thailand. They include: Michelin (France), Bridgestone (Japan), Goodyear (USA), Continental (Germany), Sumitomo Rubber (Japan), Yokohama Tire (Japan), Zhongche Rubber (China), Prince Chengshan Tire (China), Linglong (China), Century Tire (China), and Maxis (Taiwan).

Continental Group of Germany is the world’s fourth-largest tyre manufacturer. In 2023, the company’s tyre business generated more than €14 billion (THB500 billion). The company operates 20 tyre factories in 16 countries around the world, and has been in business in Thailand for nearly two decades.

It would be a massive gamble for the tyre heavyweight given automotive market in Thailand is soft. Granted EV tyres are more costly, it can spell more revenue for machine tool providers; from Wire Drawing Machines, CNC Lathes and Machining Centers to Steel Belt Cutting Machines, the result will still heavily depend on the consumer interest on migration, also for costs reasons.

BYD distributors are due for a discussion with PM’s Office Minister Jiraporn Sindhuprai. Is Thailand finally addressing the elephant in the room?

The Bangkok Post noted a group of Build Your Dreams (BYD) owners lodged a complaint against the company with the government on Thursday, saying the Chinese automaker’s aggressive marketing campaign constitutes an unfair selling practice. Accompanied by consumer protection officials, owners said they are facing difficulties accessing the electric car charging outlets, which Rever Automotive — the distributor of BYD cars in Thailand said they could use free of charge for one year.

The free charging offer was extended to a group of BYD owners who claimed they were unfairly affected by the company’s aggressive marketing campaign, which saw several models suddenly offered with massive discounts, as much as THB340,000.

Affordable Yet Unchargeable

The complainants added there were not enough charging stations available before pointing out that these stations were not open 24 hours a day and often had long queues when they were open. According to the BYD owners, the company abused the government’s EV 3.0 scheme, which saw various incentives and tax breaks offered to consumers in an effort to promote the use of electric cars in the country.

Consumer protection officials urged the government to review the company’s car pricing structure and improve the accessibility of charging facilities. After receiving the complaint on 3 October 2024, PM’s Office Minister Jiraporn Sindhuprai said she would invite representatives from Rever Automotive to discuss the issue about BYD.

She said she would also ask the distributor to provide further details about the recall of almost 100,000 BYD EVs in China and address safety concerns that Thai owners may have. According to Ms Jiraporn, the company said the recall will not affect Thai customers as the affected vehicles were not sold in Thailand.

Hyundai Mobility Thailand (HMT) has announced it will invest THB1 billion to enhance its presence and contribute to the growth of Thailand’s electric vehicle (EV) ecosystem, its CEO Jae Gyou Chung said in late September 2024.

This came after a series of events related to Hyundai’s interest in Thailand. Earlier, Hyundai Motor Company announced its THB1 billion (US$28 million) investment to set up a facility to assemble electric vehicles (EVs) and batteries in Thailand, the country’s Board of Investment (BOI) said on 7 August 2024, according to Bangkok Post.

This followed Thailand’s developing a new public-private network to create swappable batteries for small EVs in line with the government’s goal to make the country into an EV hub. A public-private network was recently launched to promote cooperation to develop technology for the making of standardised swappable batteries for small electric vehicles (EVs).

With the latest approved by the Board of Investment for Hyundai Mobility Manufacturing (Thailand), this initiative focuses on boosting local EV production and infrastructure development.

Located on a 28,500 sqm site, with 17,500 sqm dedicated to building space, the facility will house both vehicle and battery assembly operations. Scheduled to begin production in 2026, the project aims to produce 5,000 EV units annually, catering to local customers in Thailand.

The new facility will produce Hyundai’s latest EVs, including the IONIQ series, while localising key components and partnering with Thai suppliers. This investment boosts local employment, supports the domestic EV supply chain, and demonstrates Hyundai’s long-term commitment to Thailand’s EV industry by establishing infrastructure for a robust EV ecosystem.

“Hyundai Mobility Thailand is committed to advancing sustainable mobility through investment and innovation. We aim to build a strong EV ecosystem that boosts the local economy and fights climate change. By investing in Thai manufacturing and infrastructure, we’re positioning the country as a leader in Southeast Asia’s EV industry, improving customer experiences, and driving a greener future,” the CEO said.

In addition, HMT is introducing the IONIQ 5N, a high-performance EV that sets new standards in power, speed and cutting-edge technology. The company is also investing in initiatives to promote green projects and contribute to a more sustainable future.

Meanwhile, Hyundai Mobility Thailand rolled out the E-Pit at IONIQ Lab, an ultra-fast 800V/350kW EV charging station capable of charging the IONIQ 5 for 100km in just 5 minutes. It’s available free until year-end for IONIQ 5, 6, and 5N owners. There are also plans for another E-Pit at H-Space.

Wallop Chalermvongsavej, Managing Director of Hyundai Mobility Thailand, emphasised the IONIQ line’s role in offering advanced EVs for Thai consumers, with the IONIQ 5N showcasing high performance and sustainability.
